Occupational Safety and Health Management System
Thailand's Labour Protection Act B.E. 2541 is primarily formulated and revised by the Thai government to adapt to the domestic labor environment and needs. Thai labor regulations are established under the domestic legal system and are also influenced by some principles and guidelines of the International Labour Organization (ILO), which are often reflected in international human rights conventions. As a member of the United Nations and the International Labour Organization, Thailand considers relevant ILO standards and the provisions of international human rights conventions when drafting labor laws, incorporating labor rights-related content. Our company, as a foreign-invested entity in Thailand, is subject to high standards set by local government labor departments. It complies with the Labour Protection Act B.E. 2541 by establishing an occupational safety and health management system, developing related management, payroll policies and procedures (WI), conducting annual relevant education and training, and undergoing government inspections and assessments.
Jinbao, in accordance with the ISO 45001 Occupational Safety and Health Management System, completed the first-stage certification on March 27-28, 2025, and the second-stage certification on April 21-23, 2025, covering all staff and contractors at Jinbao's Thailand facilities. Additionally, Jinbao was awarded the platinum-grade medal for standard system management certification by the Safety, Health, and Environment Promotion Committee for Employees in Thailand for a three-year period (2021 to 2024).
Hazard Identification, Risk Assessment, Accident Investigation
Jinpao complies with the Occupational Safety, Health and Environment Act B.E. 2554 (2011) to promote workplace safety, health, and environmental management. The Occupational Safety and Health Committee holds regular monthly meetings to conduct hazard identification and preventive assessments. All safety department supervisors are required to pass qualification assessments. The current safety supervisor is Suwadee Panchasao, registered with the Labor Department under number 211-003867, with a professional-level occupational safety qualification. In addition to reporting safety incidents through Jingo's safety incident process, employees can also report occupational hazards through the employee suggestion box or internal grievance system. Any unfair treatment can also be reported through the employee suggestion box or internal grievance system.
Jinpao Safety Incident Handling Process:
1. Event Notification and Initial Handling:
• When an accident or abnormal event occurs, the victim, witnesses, or related personnel should immediately notify the victim's supervisor or local supervisor, and the safety officer may also be informed.
• The factory nurse or supervisor must provide first aid or initial medical care.
2. Preliminary Accident Investigation:
• The supervisor must write an accident investigation report based on the standard report form (AB-FM-ES-04-E).
• For non-serious accidents (e.g., leave not exceeding three days, property loss less than 10,000 THB, or near-miss incidents), a written report should be submitted within 24 hours.
3. Serious Accident Reporting and Investigation:
• For incidents resulting in death, loss of limb, work stoppage exceeding three days, or property loss exceeding 10,000 THB, the supervisor must be notified immediately, and a written report should be submitted within 24 hours.
• The safety department will conduct an in-depth analysis and investigation into the causes of the accident.
4. Risk Assessment and Formulation of Preventive Measures:
• The safety department and safety committee will jointly investigate the causes of the accident and conduct a risk analysis to identify potential sources of risk.
• Formulate and implement preventive measures to avoid the recurrence of such accidents.
5. Continuous Monitoring and Improvement:
• The safety department will regularly compile accident data, perform trend analysis, and report to company management and the safety committee.
• Follow-up will monitor the resolution of incidents and the effectiveness of preventive measures.
This process helps systematically identify hazards, assess risks, and develop effective prevention and control measures.
Occupational Health Services, Worker Health Promotion
To ensure the occupational safety and health of employees, the following services are provided:
1. Factory health room, staffed with qualified nurses.
2. Annual health check-up covering all on-site employees.
3. Occupational safety-related training and education.
4. Adjustment of job positions/workloads for pregnant employees.
5. Work injury insurance for employees.
The company has been awarded the Green Star Award by the Excellent Environmental Governance Project of Thailand's Ministry of Industry Factory Management for three consecutive years (2022-2024). Through education and training courses in the industrial safety and health department, and promotion via the welfare committee, employees are informed about services, plans, and activities, while being encouraged to participate.
